First of all, it got lost because Ben is no longer the glibc
maintainer.
Secondly, I will strongly oppose including a patch like this that has
not been at least discussed on libc-alpha@sources.redhat.com, which is
what he told you to do. It's not as hard to get patches with merit
accepted upstream as you seem to think it is; we've been doing it a lot
lately. Something which changes the externally visible behavior of
stdio has no business being in the Debian patches for something like
glibc.
Do it the way everyone else has to: propose it to the maintainers.
