The configuration of locales makes problems on EVERY SYSTEM we have 
installed by now. Today I installed a system based on woody-CDs 
downloaded yesterday - on official CDs.

The problem:
During the installation-process you can choose the locales to generate 
and the one to use. It doesnt work properly. We had to manually start 
dpkg-reconfigure locles twice (!!) to make it work. We chose de_DE@euro, 
de_DE and de_UTF as locales to generate and de_DE@euro as default.

This problem shouldn't resist in a official stable distribution, since 
most of the applications fail displaying umlauts and some even dont start.
