Bug#171017: libc6: man page doesn't say where to find timezones

1. One would have no idea that one should try filenames:
$ zdump -v /usr/share/zoneinfo/Asia/Taipei
from reading the zdump man page. So tell where to find valid timezone
names on that man page please.
2. If one does
$ zdump BoGuS && echo Oh Wonderful, no errors here
BoGuS Thu Nov 28 00:56:58 2002 BoGuS
Oh Wonderful, no errors here
it acts just like all is well. At least note why on the man page.
