Bug#169790: libc6: installation failure on dist-upgrade

I'm installing a new system (not the one I'm posting this bug report
from). I installed a woody system and am now trying to do a
dist-upgrade to sid.
The installation attempt for libc6 shows these errors:
Setting up libc6 (2.3.1-4) ...
Checking for services that may need to be restarted...Package `ssh-nonfree' is not installed and no info is available.
Package `openldapd' is not installed and no info is available.
Package `logind' is not installed and no info is available.
Package `apache2' is not installed and no info is available.
Use dpkg --info (= dpkg-deb --info) to examine archive files,
and dpkg --contents (= dpkg-deb --contents) to list their contents.

I've manually corrected the system info below for the system which has
this problem. Sorry if it's misformatted.
