See #154401, will man pages for the locales package be localized? ;)
In your changelog entry, you could add
  - debian/packages.d/locales.mk, debian/manpages/fr/locale.gen.5,
    debian/manpages/fr/locale-gen.8, debian/manpages/fr/locale.alias.5:
    Add French translation of manpages, thanks to Julien Louis.
