When libc6 installs it forgets to restart XDM. On my server, I had to
restart it manually because none of my users who access the system via
XDM where able to login

libc6 cannot restart xdm. Consider if the person who was doing the
upgrade were logged in via xdm. We've been over this before.
The general consensus is that an admin should disable the graphics
system (i.e. XFree86) if they are doing a major upgrade (and IMO,
following unstable makes every "apt-get upgrade" major).
