Bug#34787: marked as done (timezones: It is still not DST in Israel...)

The timezones for Israel (Israel, Asia/Tel_Aviv and Asia/Jerusalem) begin
DST for 1999 on March 19. However, DST has not yet started here... Since
there are no rulls for DST in Israel, the timezones package have to be
updated every year for the correct Israel DST.
