Well in 2.2.5-14.3, bits/ioctls.h does not include linux/sockios.h.
$ grep ^.include /usr/include/bits/ioctls.h
#include <asm/ioctls.h>
$

Well your libc6-dev appears to differ from mine:
$ gcc -o test test.c

test.c:4: `SIOCSIFNAME' undeclared (first use in this function)
