Bug#115536: shellutils: date display for de_DE is wrong

I don't know it's correct or so, because I'm not German.
This `date' extended format for glibc was added by me.
Please tell us the appropriate date_fmt for glibc.
IMHO it can be changed for user requirement (at least
XPG4 defines _date_fmt, it's not official in XPG6).
If you make a patch, look at /usr/share/i18n/locales/de_DE .
