Bug#156641: locales: /etc/environment is modified ("LANG=en_NZ.UTF-8" to "LANG=en_NZ") after install/upgrade

When upgrading the locales package, I find that the ".UTF-8" part of my
LANG= entry in /etc/environment gets stripped off. en_NZ.UTF-8 isn't
listed in the configuration screen, so I added it manually to
/etc/locales.gen, and removed the XX GENERATED XX line; and have been
using it happily for some time, now. The only issue is when upgrading.
