This behavior is exhibited by the X server wrapper, which is in the
xserver-common package, FYI.

And, as it happens, I fixed this with my upload of 4.1.0-17.

This is what happens when your distribution's libc maintainer changes
the semantics of nice() while we're in a freeze, and then changes them
back again, still within the freeze.
