Bug#69172: locales: Bogus LOCALEDEF definition

In debian/package-rules/locales, setting I18NPATH to . is bad for
building the additional locales: it either uses old locale definitions
from /usr/share/i18n for "copied" files, or completely breaks if
i18ndata isn't installed.  My fix was to replace both I18NPATH
settings with $(srcdir)/localedata.
