Bug#65510: Mount shmfs on /dev/shm

Mounting shmfs is needed for POSIX shm in 2.4.x. It should be mounted on
/dev/shm the same way devpts is in /dev/pts (complete with creation of the dir
in case it isn't there yet.

(note that for (IIRC) SYSV shm mouting it isn't needed, but it would be cool to
 mount it anyways).
