Bug#58773: loop predendency preventing upgrading

Version: 2.1.3-4


libc6 predpens debianutils(>= 1.13.1). And debianutils predepends libc6 (>= 2.1).

On a slink system, both packages are below the required version, and
apt cannot resolve the dependency problem.
