Bug#70012: DNS problems with servers that do not support IPv6 name lookup

This host is behind a firewall (WinProxy 2.2) and uses as a DNS server the
firewall machine. The DNS servers does not support IPv6 name lookups, and as
a result many program cannot lookup names, and numerical IPs have to be given:

* apt-get
* bitchx
* irc
* ssh

It looks like these program try to do IPv6 name lookup first, even if the
host is in /etc/hosts, and just wait forever to some reply from the server.
The best solution to the problem is to make this behaviour configureable in
/etc/host.conf so it would be possible to disable IPv6 name lookups, which
for most people (using IPv4 only) are useless anyway. Since the default of
modutils is disabling IPv6, it seem logical to me that IPv6 name lookup
should be also disabled by default, at least until IPv6 is more widespread.
