You may already know that this bug exists; I checked the list
of bug reports and couldn't see it in any of the Subjects, but
I didn't check any further, given the number of them. If you
are already aware of it, sorry for wasting your time, and feel 
free to close/merge it as appropriate.

Anyway, running locale -m gives:

locale: cannot read character map directory `/usr/share/i18n/charmaps': No such file or directory
