Bug#64327: sortlist and glibc-2.1.3

The 'sortlist' feature of the /etc/resolv.conf is not compiled into
libc6.
To do so one has to put -DRESOLVSORT into resolv/Makefile.
The sortlist option is needed if you want to prefer on out of
multiple IPs from the same host (e.g. to disable round robin).
It is also described in the resolv.conf manpage.
All other unix machines (AIX, SunOS, HP-UX, etc.) support this
by default.
