Bug#60113: The shlibs file needs altering, doesn't it?

The shlibs file needs to be updated whenever backwards binary compatibility
is broken (in fact, the SONAME should change, too, but this is glibc :). If
this was not the case with 2.1.2->2.1.3 upgrade, there is no need to change
the shlibs file.
