Bug#55539: libc6-dev: Either libc6-dev or libncurses5 used to have /usr/include/curses.h, but do not any more

It would appear that in the past, curses.h was included in libc6-dev. If I try
to install libncurses4-dev, it complains about conflicting with libc6-dev.
After a recent upgrade, I was unable to compile ncurses-dependant apps (e.g.
cd /usr/src/linux ; make menuconfig).
I was able to remedy the problem by fetching the sources to ncurses5 and doing
make install.
