The libc6 maintainer simply did all of this by himself without letting
me in on it. The latest sysvinit really did NOT include devpts.sh.
I'm not sure that devpts.sh should be in init at all. I liked it
being in libc6. I think that initscripts should be included with
the packages that use them, they should not be lumped together in
one big package (sysvinit).
