Bug#47289: process table fills when nscd breaks



If you have a cron job that runs every minute (ie, like a botchk script) and
it does some operation that requires talking to nscd, it will block.
Eventually, the process table will fill up.

If this often run cron job is run by root, so many processes will be used up
that the system will be completely hosed.
