Bug#38556: libc6: tzconfig and UTC

Upgrading libc6 (on another box) to 2.1.1-9 from 2.2.1-1 just now,
I ran into the following problem:

In an attempt to set the tz to "UTC" the closest I could come was "11:
POSIX" and choosing "UTC+0" which it accepted.  It then made a symlink
from /etc/localtime to /usr/share/zoneinfo/UTC+0 (which doesn't exist.)

This of course breaks the "date" command output, and other things which
rely upon that.

# rm /etc/localtime
# ln -s /usr/share/zoneinfo/UTC /etc/localtime

Simple fix, sure, if you know what you're doing, but shouldn't it be
changed so the user doesn't need to fix the symlink?  (I'm thinking of
Debian-newbies here.)

Oh, the box in question is running kernel 2.0.36, not 2.2.8 as in the
footer, but I doubt that's relevant.
