Bug#37409: tzconfig does not work

There are two distinct problems:

- if /etc/timezone exists and the user says its contents are okay, tzselect
  does not  verify, as  it should, that  /etc/localtime point to  the right
  file. This is important, because  after running tzselect one is left with
  the feeling that everything is set up, while it may not be the case.

- if  the timezone returned  by tzselect  is Rome/Italy,  /etc/localtime is
  left pointing  to a nonexisting file.   This may be true  of all european
  countries and maybe others.
