Bug#35094: tsselect rejects UTC as timezone

I cannot determine how to use tzselect or tzconfig to choose UTC for
the timezone, though I can choose UTC0, which is equivalent.  Since
UTC is a standard time zone (in fact, the standard time zone), and it
is useful for astronomers, it would be nice if tzselect allowed the
entry of UTC.
