Bug#40053: libc6: /etc/init.d/devpts.sh breaks file-rc

at the end there is 'exit 0' which causes file-rc's rc to abort completely
Plus, I feel it would be nice if I had a choice of having /dev/pts/* instead
of the package just installing it behind my back.
I'll never have more than 32 people logging in to the system and
/dev/tty[pq]* has and always will be sufficent.
