Bug#38553: Locale zh_CN not compiled

I found out that the file glibc-2.1.1/localedata/zh_CN is in upstream
source, but it is not compiled by glibc-2.1.1/localedata/Makefile by
default, because the line
zh_CN.GB2312 GB2312
is missing in the file glibc-2.1.1/localedata/SUPPORTED.
Can this change be made in our package, and be reported to the GNU glibc
team too? (sorry that I don't use emacs so cannot use glibcbug)
