base always creates /dev/ptmx. libc6-2.1.1-0pre1.3 uses the existence
(and kernel support of) /dev/ptmx to determine whether or not to use
new Unix98 ptys. The user is reponsible for mounting /dev/pts
if necessary, as suggested by messages echoed by libc6' postinst.
If the user elects /not/ to use Unix98 ptys, and not to mount /dev/pts,
/dev/ptmx should /not/ exist, so that libc6 correcly uses old ptys.

This potentially impacts all programs that use ptys on systems
where libc6 is upgraded to 2.1.1 (eg telnetd, sshd).

Suggested fix is /not/ to create the /dev/ptmx device by default,
and to let the user create it only when he creates and mounts
/dev/pts.
