Bug#36305: libc6: zic hardlinks /etc/localtime

Hi,
the following warning, which actually leads to an error, occurs if
/usr is on its own partition (and /etc/localtime is not a link -
this command is contained in libc6.postinst)
root@p6 [/etc] # zic -l `cat /etc/timezone`
"command line", line 1: warning: hard link failed, symbolic link used
This symbolic link (to ../Europe/Berlin in my case) is wrong and
doesn't work, naturally.
IMO, the best way is to create a single new file (maybe copying the file
that is now the target of the link).
