Bug#33759: All C library functions are in the top info dir node

All C library functions are nowadays in the top dir node in the Info
system. I object to that structure; the top node was already too long
before this, and I don't think that things like the complete libc API
belongs there.

Besides the design/structural issue, it's annoying since tab
completion on the menu alternatives (using the 'm' key in Emacs) is
practically destroyed. This annoyance is further accentuated by the
tab completion being case insensitive, which is appropriate for names
on program packages but not for identifiers.

Still, the idea of having an info page with all keys, concepts and
identifiers in all installed packages is a good one, since that'll
make it easy to find a specific item without having to navigate down a
hierarchic information structure first. It'd be nice if Debian had
some sort of standard interface for adding the index page(s) of an
installed package to some site-wide "megaindex" page. It's however
unfortunate to combine such a page with the top info node, since
that's the starting point for the hierarchical doc structure.

Suggested fix: Please don't add the libc function index to the top
info node.
