I selected `GB' when prompted when I installed timezones_2.0.7pre1-2.
Why does the system give `/etc/localtime' everywhere instead of GMT?
I note that if I set the TZ envariable, date is as expected:

  % ls -la /etc/timezone
  -rw-r--r--   1 root     root            3 Feb 25 17:31 /etc/timezone
  % cat /etc/timezone
  GB
  % date
  Fri Feb 27 12:13:28 /etc/localtime 1998
  % export TZ=GB
  % date
  Fri Feb 27 12:13:38 GMT 1998

Maybe all the shell init scripts (profile, cshrc, etc) have to define
this variable? Seems ugly. Surely the setting should be inherited and/or
default to something sensible (unless `/etc/localtime' is considered to
be sensible).

I had the impression that the system should default to some timezone
and that TZ was just to override it, but it is not obvious to me where
this default ought to be defined. /etc/initscript perhaps?
