On a stable system timezone does the right thing:

  $ TZ=US/Central date
  Thu Aug 21 02:58:53 CDT 1997

  $ TZ=US/Pacific-New date
  Thu Aug 21 00:59:13 PDT 1997

but with 2.0.4, it's *quite* (dangerously) wrong:

  $ TZ=US/Central date
  Thu Aug 21 02:59:46 CDT 1997

  $ TZ=US/Pacific-New date
  Thu Aug 21 08:00:09 US/Pacific 1997
