GeoPandas 1.0.0

GeoPandas 1.0.0 has been released and now requires pyogrio instead of 
fiona, and unfortunately pyogrio isn't packaged (yet).

Antonio, are you willing to package and maintain pyogrio? xarray-safe-s1 
and xsar depend on geopandas.

Quite a few more packages will be affected by not updating geopandas or 
even removing it from Debian.
