libspatialindex 2.0.0

libspatialindex has released a bunch of betas for the 2.0.0. And the 
SONAME bump requires a transition.

We might get away with requesting binNMUs for the two rdeps as both 
spatialindex and python-rtree have very few rdeps.

Only python-rtee required a patch to not FTBFS with the new version.


Transition: spatialindex

 libspatialindex6   (1.9.3-3+b1) -> libspatialindex7   (2.0.0~b4-1~exp1)
 libspatialindex-c6 (1.9.3-3+b1) -> libspatialindex-c7 (2.0.0~b4-1~exp1)

The status of the most recent rebuilds is as follows.

 minetest     (5.8.0+dfsg+~1.9.0mt13-1) OK
 python-rtree (1.2.0-2)                 OK
 qgis         (3.34.7+dfsg-1)           OK
