GDAL 3.9.0
The first beta for GDAL 3.9.0 has been released. The SONAME bump
requires a transition, for which most rdeps built successfully as
summarized below. Only rasterio actually failed due to changes in GDAL,
ncl was unrelated, and python-django and facet-analyser have old RC issues.
ncl (6.6.2.dfsg.1-6) FTBFS due to missing executables caued by link
