OTB 8.1.0

The first release candidate for OTB 8.1.0 has been released, but we 
can't build the package because insighttoolkit4 is broken causing the 
build dependencies to be uninstallable:

  libc6-dev : Breaks: libinsighttoolkit4-dev (<= 
4.13.3withdata-dfsg2-3+b1) but 4.13.3withdata-dfsg2-3+b1 is to be installed

insighttoolkit5 won't be supported until OTB 9, so we won't be able to 
update the package for the time being.
