The SpatiaLite 5.0.0 stable release is finally out, so we can move away from the 5 year old 4.3.0a release. Since release has support for PROJ >= 6 we're not going to wait for librasterlite2 & spatialite-gui to get out of beta before moving them to unstable. But we won't be enabling the librasterlite2 support in GDAL until it has a stable release.
