fiona (1.8.13-2) has been in unstable since May 15th.
We finally got the go ahead to start the gdal transition (#960495),
after having to wait for the uncoordinated openscenegraph transition,
and the icu & boost1.71 transitions which collide with the gdal transition.
A blocker arose with the recent update of sip4 to 4.19.23+dfsg-1, it
causes qgis to FTBFS as reported in #962641. This also prevents the
update of qgis in unstable to 3.10.6 after it finally got through NEW.
