PROJ 6.1.1
Now that buster has been released it's time to prepare the proj transition.
I've requested removal of packages (and their reverse dependencies) that
are dead upstream and FTBFS with PROJ 6:

Bug has been filed for the other packages that FTBFS, with the patch to
defined ACCEPT_USE_OF_DEPRECATED_PROJ_API_H if that was sufficient to
fix the build failure:

* openorienteering-mapper (#931935)

python-cartopy (0.17.0+dfsg-4) contains a patch to skip the tests that
fail with PROJ 6, this should removing it as a testing mirgration
blocker both for the build and autopkgtest.
The transition slot for proj has been requested in #931949, and the
related libgeotiff transition in #931950.
