Because it also finds the watch file for cgic:
thirds/cgic206/debian/watch
$ uscan --watchfile thirds/cgic206/debian/watch --report
uscan: Newest version of zoo-project on remote site is 2.07, local

uscan: => Newer package available from
http://www.boutell.com/cgic/cgic207.tar.gz
You can restrict uscan to only use debian/watch file --watchfile too.
It's probably a good idea to repack the tarball and exclude the cgic
watch file by adding it to Files-Excluded in debian/copyright, you can
also exclude its entire debian directory.
