Upstream packaging is generally not that good.

Is there any interest in packaging it?
There doesn't appear to be an RFP nor ITP, so probably not.

I opened a discussion:
https://opengribs.org/en/forum/xygrib-support/75-debian-package
I'm ready to help if useful.
I'm not willing to package it as I already maintain too many packages I
don't use myself, but it's welcome in the Debian GIS team and I'm
available for mentoring and sponsorship.

Kind Regards,

Bas
