NetCDF 4.6.2

NetCDF 4.6.2-RC1 has been released and bumps the SOVERSION to 15
requiring a transition.

No major blockers showed up from the rebuilds.

nco (4.7.7-1) FTBFS due to an invalid conversion from 'char*' to 'int'
error. Upstream already has a fix for that which has been included as
patch in 4.7.7-2.

ovito (2.9.0+dfsg1-5) FTBFS due to unrelated issues, #885644 among others.

v-sim (3.7.2-6) also FTBFS due to an unrelated issue: #908105.

paraview (5.4.1+dfsg4-3) FTBFS due to an unrelated Qt issue: #906714.
