The feedback in the upstream issue tracker and some further
investigation shows that the SONAME bump in 4.4.1 RC1 was indeed not
required. The removed symbols are limited to ncdispatch.h and are not
used by any of the reverse dependencies.
This is good news since it means that we can skip the transition when
4.4.1 final is moved to unstable.
