We have both postgis & postgis-java 2.2.0 in experimental now, and
sfcgal 1.2.x is in testing/unstable too.

As I mentioned in #807499, I had expected PostGIS 2.2.1 by now, so I'm
starting to doubt if we should keep waiting for it before moving
postgis 2.2 to unstable. We only need to rebuild spatialite, so we
don't need a full-fledged transition coordinated with the Release Team.

Thoughts?
