[DebianGIS] locale support in the grass package

Hi,

maybe it is sitting on my nose and I am blind, but I'm having a hard
time seeing where the ~20 language support is in the grass package(s).

the debian/rules file run ./configure --with-nls so it should be built,
but I don't see any LC_MESSAGES, *.mo in the package manifests.
