I've taken over this ITP. I've done a bunch of work after finding out
that the primary OpenLayers build/compression tool is non-free.
As a result, packaging this got slightly more difficult than I expected
it to be.
You can look at the changes online at:
http://trac.openlayers.org/log/sandbox/crschmidt/debian
Right now, to build, I create a build directory for myself, then do:
svn co http://svn.openlayers.org/sandbox/crschmidt/debian
debian/rules pre-build
cd OpenLayers-2.5.orig
pdebuild
Then sign the results.
If anyone wants to play along at home and offer any useful advice, I'd
love to hear it!
The results of this are currently on Debian Mentors:

And on sid, the resulting packages are entirely Lintian clean.
