libgdal1-1.3.1 depends on libgeos2, but -dev does not depend on
libgeos2-dev. Could this be a problem?

I don't think GDAL's public include files include any GEOS stuff, so
I don't think it is necessary for libgdal-dev to depend on geos2-dev.
