[DebianGIS] postgis package

PostGIS is now in testing. Upgraded from my previous checkinstalled
package, and everything went smoothly (more testing underway).
Great day for DebianGIS!
Now the priorities, in my view, are upgrading the following packages to
the latest upstream version:
name upstream debian testing
gdal 1.3.2 1.3.1
geos 2.2.3 2.2.1
postgis 1.1.3 1.1.2
No major change, but all packages have very significant bugfixes and
improvements.
