[DebianGIS] New wiki on fly (and edit magic word)

As the most of us will have seen, a new wiki is running since a few
minutes at the usual address. The technical reason is having an
up-to-date and maintained program running. Oddmuse (the current one)
is a fork of the previous one (usemod) and is actively maintained.

At the same time, spammers annoyed me and the most of the editors so
much that I added password protection editing for all the pages:
