The debpool program that manages the debian-gis archive does not return
a .dsc file for apt-get source requests. That's why it doesn't unpack
the archive for you properly. Go to
http://pkg-grass.alioth.debian.org/archive/pool/m/mapserver/
and download the orig.tar.gz, diff.gz, and .dsc files. Then invoke
dpkg -x mapserver_4.4.1-0.dgis.unstable.1.dsc
Then you should have the debian dir.
