Bug#1072327: gcc-14: Missing cargo build dependency on x32

Hello,

The gcc-14 source package is missing cargo as build dependency which is
why the build currently fails with [1]:

> configure: error: cargo is required to build rust

cargo was briefly not available on x32, but is installable again.
